Attaches the tab to any build that has review documents (same gate as InteractiveViewRunAction). Attachment is layout-independent (cheap, deterministic); actual visibility is gated by InteractiveViewRunTab.getIconFileName() so nothing shows in the classic layout. ordinal = -1 so InteractiveViewRunAction.Factory wins Stapler's first-urlName match and serves the page.
