GET /views — list review documents visible to the caller.

Scoping mirrors /questions:

• ?job=<fullName> — OPEN, notify-enabled reviews for one job the caller may read (the per-project notification list). Requires Item.READ; 404 otherwise (no leak).
• ?job=<fullName>&build=<n> — every readable review (any status) for one build (per-build list/audit).
• ?all=true — every OPEN readable review (requires Overall/Administer).
• default — every OPEN, notify-enabled review the caller may read, across all jobs.
