Attaches the tab to any build carrying a visible InteractiveOutputBuildAction. Attachment is layout-independent (cheap, deterministic); actual visibility is gated by InteractiveOutputRunTab.getIconFileName() so nothing shows in the classic layout. ordinal = -1 so the persisted InteractiveOutputBuildAction wins Stapler's first-urlName match and serves the page.
